Heart of Europe is world's style debating tournament, opened for high school students from all the countries all around the world. This tournament is very popular among debaters and teachers not only from Europe. Last year many participants from Canada, South Korea, Slovenia, Belarus and other countries enjoyed the tournament a lot .

FORMAT
All debates of the tournament shall be held in the format of the World Schools Debating Championships. For more information on the format, you may consult the resources of the WSDC. There will be eight preliminary rounds, four on a prepared motion, and four on impromptu motions. The top eight teams after the preliminary rounds will advance to the quarter-finals. Winners of those debates will compete in semi-finals. Teams should consist at least of three members. In case of prepared motions the side (PROPOSITION or OPPOSITION) is tossed immediately before the start of the debate. In case of impromptu motions there will be applied this system: one team to choose the motion from a choice of three and their opponents then to choose their side, proposition or opposition. TEAM CAP
For the general team cap, the total number of teams who apply for accommodation should not exceed 16. Total number of teams from one country should not exceed 2. In case you would like to come with more than 2 teams inform the organizer at

REGISTRATION FEE
The registration fee for the tournament is set at 120 € per debater and 60€ per judge. Each team is supposed to bring at least one judge. There is also an option for observers to attend the tournament, but they will be required to cover their full stay 120 €. The fee will be paid before accommodation. Every team is required to have a member of delegation at least 18 years old who will be responsible for the team. This person can be a debater. This person will be responsible for all the communication with the organizers on behalf of the team.
MOTIONS
There will be 4 prepared motions for preliminary rounds. See the schedule bellow. The final round will be on one of the prepared motions. All other rounds will be on impromptu motions.
VENUES
The preliminary, quarter and semi-final rounds of the tournament will take place at Gymnazium Olomouc-Hejcin. The final round shall take place on Friday, August 20, in Olomouc.
ACCOMMODATION
All participants are guaranteed to have accommodation at Koleje Bedricha Vaclavka (youth hostel not far from the historical centre of Olomouc).
FOOD
The registration fee includes breakfast and lunch from Monday to Thursday and dinner on Sunday and Thursday. The lunches and dinner will be served in Best restaurant. Those who are vegetarian, vegan or have specific food allegies please inform us in advance on your application form.
DEADLINES
As the capacity of the accommodation is limited, deadlines for registration will apply as well. The deadline for registration is May 31st.

THE WAY FROM AIR PORT TO THE TRAIN STATION:
The taxi in Prague would cost approx. 500 Kc / 19 EURs for 30 minutes without any traffic jams – otherwise you will have to take Bus 119 for the "Dejvice” station, on which you catch the Green Metro line (Line A) to "Muzeum” station, where you change to Red Metro line (Line C), direction "Letnany” (on your right after the transfer from A Line) and exit on the next stop at "Hlavni nadrazi”. (tickets for public transport in Prague one: day ticket – 100 Kc / 4 EURs, single ticket 26 Kc / 1 EUR)
It is really easy, majority of people would lead you the way. This will take you 40-50 minutes.
THE WAY FROM STATION PRAHA HL. N. TO OLOMOUC
The ticket would cost app. 300 KC /12 EURsper person. It is recommended to use group ticket, if it is possible, because i tis cheaper.

It is easy
to get to Olomouc, it is located on very frequented railway path, participating teams will inform organizers about their arrival. There will be an organizer waiting for them at Olomouc railway station.

Proposal of Chief Judge - John L. Wickham
Heart of Europe Debating Tournamnet 2010
I have been asked as Chief Judge for the above tournament (15-20 August) taking place at Gymnazium Hejcin in the Czech city of Olomouc to write a brief welcome to all participants and this I am very happy to do. First a few biographical details: I started debating when at school in England in 1957, probably before any of you were born! In fact it was one of my first debates when (aged about 15) I proposed the ending of conscription, the motion was carried and two weeks later the government abolished it – this experience persuaded me of the influence of debating!. After University (where I also debated) I have taught in several schools in UK and a year in America on a Fulbright scholarship, and the last ten years as a History and Politics teacher at Hejcin, a bi-lingual selective school in the Czech Republic. I retired from there in June 2007 and now live in Liverpool. In Olomouc I was responsible for the school debating society and also for the national Czech team at tournaments in the Worlds School series from 1999 to 2005, where I was also a recognized judge.
The tournament in August will comply in all respects with the rules and traditions of the Worlds’ series. I believe that Michal Roubalik (who is doing all the hard work!) will inform teams of the draw and the prepared motions and he will be arranging accommodation etc. Please don’t hesitate to contact him with any queries. Debating is a very valuable skill (as well as a lot of fun!) and to do so in a foreign language requires considerable talent. It is important to approach the tournament with the conviction that in a debate there are no real losers – the team that doesn’t win should learn from the experience and take that to their next debate: a tournament should be a learning experience for all debaters. Judges should always be available to pass on advice and tips to all debaters
Let me add a few words about the city of Olomouc. If you put your finger in the middle of a map of Europe there is a good chance that it will be near to the city – hence the name of the Tournament – and it is a city with considerable history and several fine buildings and sights. We hope that all of you will take the opportunity to visit a few of them. I worked there for ten years and grew to regard the place as my second home (after Liverpool of course !) and now I miss it a lot, so I am looking forward very much to spending time there in August, as well, of course, as greeting you all for the tournament.
